One hundred and three statements of principle were presented to the assemblies during the Autumn Equinox

Judgement 7

• Assembly: Dawnish

• Judgement: "Pride conveyed by words alone is vain boasting; proclaim it by how you conduct every part of your life!" My uncle Starac Sijed Orzel embodies the finest tradition of Dawnish troubadouring. Since guiding my family to its home in Weirwater he has taken this adopted nation to his heart and pours such-love and glorious Pride each summit when he addresses our troops in the square before battle or salves our injuries in the wake of grave losses and costly victories. Starac was a virtuous general, a Wise gatekeeper, careful ambassador and diligent quartermaster; has served his Empire in many ways and things - and when he speaks of Love and Pride for our nation he is consistent in his proclamations and conduct as befits a beloved troubadour of the virtue of Pride. Generous and caring, open-minded and inspiring. Starac is the finest beacon of Pride in this proudest of nations!

Judgement 11

• Raised By: Frater Pontius of Adoniram's Testament
• Judgement: Pilgrims of the Granite Pillar, your Assembly, supported by your general, now speaks. You have stood in battle beside the knights of Eleonaris, and your Courage is not in question for you fight for the Ambition of the Empire. Yet do not forget: these are beings from the realms, not of the Way. Do not disrespect them, but keep your distance, and do not mistake them for creatures of Virtue. Their purposes are not ours; do not allow their influence to determine your actions. Let your hearts turn evermore towards Virtue. Seek out the priests who march beside you; and use liao ceremonies, that you may overcome the temptations of the realms. Let Vigilance be your watchword and Courage your shield. For in the Mallum, danger hides everywhere, and the gifts of the realms often come with hidden chains. Trust not in power for its own sake, but in the Way alone.

• Judgement: The Druj and other foreign orc powers revere the herb known as 'Black Lotus', using it for their faith, rituals, and status. To bring salvation to all souls and advance the Way in the east, we must understand this substance. Highguard is uniquely positioned to take up this work. Let the archivists search the records, the unconquered uncover its sources, and our allies lend aid. Let us act with Vigilance and Wisdom to learn where the Black Lotus grows, how it is used, and why it matters so greatly to our enemies. I call upon any Highborn with knowledge of this herb to come forward, and any who feel the call to Vigilance to begin their search.

• Judgement: The truly virtuous are loyal even through hardship and misfortune. The Loyalty Assembly took the first step to anchor the Way in Asavea and we will not falter now! We search for Loyalty sects inspired by the actions of Exemplar Alberto Acciai that we might support to help further anchor the Way in Asavea. This is our highest calling.

Judgement 16

• Raised By: Nekoda of the Shattered Tower
• Judgement: In light of the new research into Ahraz, we reaffirm our recognition. While Anarchy is definitively malign, the story of Ahraz shows him cleaving to what he knew to be true, which is the evils of slavery. In the end he took the action he knew to be right, to choose the Empire over the Montanians, despite devastating personal consequences. Both Anarchy and Courage challenge authority; where Anarchy is simply sheer iconoclasm, Courage defies inaction and those who can't face the unwelcome truth. This is why the story of Ahraz is still of Courage, despite his own allegiances.

• Judgement: Damahkans Wisdom, the blade intended for Sulemaine is reforged and her riddle solved by its wielder Clytemnestra of the House of the Wanderer. It would not have been possible without the following: Esteban of Zenith Ascendant; Athenus, Cato, and Orania Neofoti of the House of the Wanderer; Kindra Surefoot of Wintermark; Xenia of Urizen; Edmundo of Damahkan's Forge; Members of the Wise Citadel and the Magpies. Your virtuous efforts are recognised.

Judgement 20

• Assembly: Navarr
• Raised By: Ioan Longshadow
• Judgement: We condemn the Druj creation of so called "Tortured Souls" which are becoming a more commonly used in battle against the Empire. We ask the citizens of Navarr to remain Vigilant to the actions of the Druj and share any information those that have encountered, fought, exorcised, or otherwise dealt with these blasphemous abominations of virtuous souls. Let us understand the threat as an Empire to be better able to combat it together and let these souls pass through the Labyrinth. Let the word spread to the civil service. It is better to light a candle than curse the dark! We will face this foe with Ambition to defeat it and through Vigilance let the Wisdom of how to combat the threat of tortured souls spread to the Loyal so that they may be faced with Courage and the virtuous may take victory with Pride and live in Prosperity going forward. May we go through the Sentinel Gate with a robust idea of how much strength will be required to exorcise.

• Judgement: Virtuous Pilgrimage is a key practice of our faith. The Assembly of Pride calls on all nations and assemblies to work together to establish pilgrimage routes linking the Empire's holiest sites to the new Grand Inspiration, and in doing so to each other. The Holy City will be the keystone of a network that connects the diverse nations and traditions of our united faith, strengthening both the Way and the Empire

• Judgement: To support the Commentary alongside the Doctrine of the Seven: Our destiny is our own. The Virtue of Peace denies that. It takes away our agency and sets out its own demands of us. It forces its followers to radical empathy, compelling the user to understand an enemy of the worst kind, and denying their own self-worth. Virtue is in intent as well as in action: Decide what you want, and work towards it. Peace will not let you do this. I have walked this path in Ambition and my hands are burning for it. This is not hearsay; I have tested this. Peace is not an option. It has no place in the Way of Virtue.

• Judgement: The Lady of the Proferred Hand invites those who broke their chains and rose against the Druj in Sarangrave to break bread, drink wine and engage directly with your Imperial neighbours. His ladyship's doors are open to all and he is Proud of the Ambition you have already achieved. Let us not rest until all your siblings are freed.

Judgement 34

• Raised By: Icarus
• Judgement: Jeroboam of the Sentinel's Tower raised a Judgement (96, Autumn 386YE) condemning Zadkiel former Cardinal of Pride, for Heresy and Blasphemy. The information in that Judgement was misleading as Zadkiel had taken measures to ensure he did not preach or spread false virtue. When asked why he had undertaken no Inquisition to establish facts, he stated that a Cardinal should be held to a higher standard in the eyes of the Law. Empire Citizens are equal in the eyes of the Law and not given favour by presence or absence of a title or position. The senior Magistrate has offered the view that a Judgement submitted that is misleading or factually incorrect could be considered an abuse of priestly powers. However, to support Mathayus in taking "concrete steps to resolve the rift in Highguard" member of the Silent Tide are not taking this issue any further.

Judgement 40

• Raised By: Belial of Ebon's Hall
• Judgement: The Navarr gave up Therunin not from weakness, but from sacrifice. They yielded their home so the Empire might strike elsewhere, so that more souls could be saved, and so that we might stand a chance of victory. This act must not be forgotten. It was loyalty to the Empire, courage in the face of despair, and wisdom in recognising that sometimes the ground must be lost so that the war may yet be won. We call upon the priests of Highguard to recognise Navarr's sacrifice and to bear witness to it in our assemblies. Let the Empire remember that Therunin was given up for the common cause - and let all know that one day, when the hour is right, the Empire will march to reclaim it.

Judgement 41

• Judgement: In the three seasons since the consecration of the Capodomus Cathedral, each National Assembly has had the chance to pass special Judgements of Rewarding to citizens particularly demonstrative of the Virtue of Ambition and the Character of their Nation. Dawn has failed to take advantage of this: no candidate nominated in Winter, and only one put forward in Spring. Summer at least saw a contest between two fine Dawnish. Are there truly so few this Assembly could recognise as Ambitious and Dawnish? Nay! It demonstrates greater Glory and Ambition to overcome competition for any role, position or reward - so this summit, let the troubadours of Dawn go forth and find worthy Dawnish, let those nominated by a multitude and let the best of them receive this glorious reward.

• Judgement: The loyal build each other up. The Nation of Navarr prepares to face its great enemy. The war against the vallorn will need more than their boundless courage. Before the fighting comes the battle to muster armies, a battle fought with coin and ingots. To the south of Miaren are the prosperous cities of Tassato. We invite the brokers of Miaren to seek the opportunities offered in trade with their allies to the south.

• Judgement: In Loyalty and Pride, we declare it our duty to reclaim the glorious artefacts of the Barrens stolen from us in the Druj invasion of our home. Ambitiously, we have already reclaimed myriad from Druj hands, now, in glory, let all Loyal Dawnish citizens come to the newly appointed Knight of Dawnguard with information on the lost Barrens artefacts, so that we may reclaim our heritage from the hands of the vile Druj!

• Judgement: The hall of worlds obstructs what lurks within, and when the Veil of Night bares its fangs, the agency of VIGILANT IMPERIALS is neutered. Whilst these virtuous citizens scramble to gain access, the Conclave debates their doom behind closed doors. Senate, Synod, and Military matters are discussed in the open for all to see. Conclave matters however, are not. We call for this shadow to be lifted and this abusive power over the Vigilance citizens of the Empire to be extinguished.

• Judgement: Urizen recognises the Virtue and the Heroism of the Fist of the Mountains. Umarth Winter’s Flame Kannask - Savior of Elos: you know the lesson of the Mountain, that things are not easy, and we honour for the sacrifice you have made. I offer this oath to you, and to the people of Wintermark: Urizen will forever remember the gift you have given us, and we will honour it with our Ambition. We will build a navy. We will not let the Grendel and Asavean scum cow us and make us afraid. You have stoked our Courage, our Ambition, and our Loyalty. You have forged a chain between our peoples. • Judgement: We, the Varushkan National Assembly recognise that we have given up what is precious to us to appease the Thule - as the prevailing wisdom of the Empire required it. We made the hard choice to renounce our land. We say this far but no further. We will give over not one inch of Varushkan soil, nor one blade of grass, nor one stone of road. Our loyalty lies in our homes and sacred places and will defend them against further encroachment

• Judgement: “Did you welcome us into the Empire and expect us to kneel?” - Bloodcrow Fenrak - Ancestor. Remove the doctrines of the Ancestors and the Howling Abyss and begin again. We make heretics of Marches, alienate those of the Great Forest and others. Do not call upon them to kneel, this harms the Empire. Let the doctrines of the Ancestors and the Howling Abyss be laid to rest, their whispers returned to the winds. Let each orc sept speak its truth beneath an open sky, and from many voices find the beating drum of an ancestors soul. Forge doctrine in what we share and not punish each other for what we do not.

• Judgement: As the Empire grows and more orc septs are freed, we must face a hard truth. Despite Doctrine affirming the importance of the Ancestors’ guidance in the orc soul’s journey, Synod holds no place for them. If we are truly an Empire of Liberation, an Empire that breaks chains and gives voice to the once-subjugated, we must create a new Assembly. An Assembly of Ancestors. A place where every orc within the Empire and those still hesitant to join it, can know their Ancestors’ voices will be heard. An Assembly to share guidance through those voices, led by our own spiritual leaders - those who hear the Ancestors most clearly. The Unshackled call for the creation of the Assembly of Ancestors, with the same recognition and support from the Civil Service as any Synod Assembly - this is the highest calling of our Assembly.

There is no doubt she is an inspirational figure, whose legacy of recording the truth in writing and print is felt keenly to this day, but is she an exemplar of Courage? She cleaved to what she knew to be true and did not fear to act, and we, the virtuous, will face welcome and unwelcome truths as boldly as any barbarian charge. So bring evidence, bring stories, bring accusations and revelations, and we will determine what can be corroborated and cast judgement upon Sacharissa of Spiders Vantage.

• Judgement: The claim that the vallorn is the Greatest Spiritual Threat has been espoused across the Empire for several years. Entirely framed following the results of a single ceremony of insight, that perceived a spirit seemingly trapped within a husk. The previous Advisor on the Vallorn, Nathair Autumngale, has conducted fifty insight ceremonies themself. With further ceremonies performed by Exemplar of Vigilance, Ravadi Founder’s Dance, several citizens who attend Anvil, and those priests who ventured into the heart of Terunael. All have been unable to find any similar cases. This assembly encourages priests, pilgrims, and dedicants to consider the aura of the Challenge of Wisdom. To investigate the vallorn and its spawn for any evidence that it poses any significant threat on a spiritual level, or indeed has any capacity to directly influence or trap the spirit or the soul. We must seek out the fact, or the falsehood of the matter. This is the highest calling of our assembly.

• Judgement: Vigilance tells us to prepare for threats to come. We didn’t and have paid a high price for renewed peace with the Thule. We’ve given more land, a permanent magical fortress will soon follow. We MUST use the next 5 years to close at least one front, build up our defences and ensure the Military Council can defend the Imperial Orcs, Wintermark, and Varushka. If we don’t, we’ll loose more land and resources, making us weaker. The Way is a direct threat to the Dragons, who will not convert. War with Otkodov is inevitable. Lets not make a future foe even stronger. Vigilance demands we act! Not a blade of grass more.

• Judgement: We, the League National assembly, seek all those with evidence of the life of Sacharissa of Spiders Vantage to come forward, to come to Anvil and share what you have. There is no doubt she is an inspirational figure, whose legacy of recording the truth in writing and print is felt keenly to this day, but is she an exemplar of Courage? Born of Tassato, she was a member of a pioneering printers guild. Unwilling to accept defeat when it came to the importance of recording the truth in print, she adapted her strategy and undertook a pilgrimage to Redoubt and founded the Spiders Vantage Press. But what of her early life, what set her on this path, what record of her survives to this day in Tassato and the League? Bring your ledgers, bring your receipts, bring her works to Anvil, and let us debate her signs of virtue.

Let us acknowledge the reckoning as complete and enjoy the fruits of both nations’ labour together, now and in years to come

• Judgement: Last season, I swore an oath to the Imperial Orc Assembly that I would put out this call to the nation. They passed a mandate committing the artisans of the Ethengraw to aid in the forging of our new army - at the price of a reduced ability to defend Skarsind until it is completed. We should not let our imperial siblings suffer from the loss of martial might as they build up our own. I call on Navarr, if the time ever comes, to join those in Anvil who swore to come to the defence of Skarsind whilst its artisans arm us. We see the sacrifice of the spears they put aside whilst they work, and we honour it with the promise of our spears till they are done.

• Judgement: The courage Assembly seeks to reassure the citizens of the Empire that fear is a real spiritual threat. It is a spiritual force utilised by the cruel and petty and manifests spontaneously through suffering. Such auras should be destroyed.

Judgement 76

• Raised By: Merari
• Judgement: A long standing and vocal member of the Highguard Council of Benefactors, Ehud helped obtain the true liao for the hallowing of four banners that inspired Highguard Citizens to contribute to the creation of a fourth army. An act that earned his chapter’s recognition by the Empress in her recent address. His Chapter fronted 80% of the cost of the new Army so that it could take the fight to our enemies two seasons faster than might otherwise have been possible. In addition to contributions towards the Grand Inspiration of the Way and the fortification of Necropolis he has struck many deals and supported many projects, both financially, materially, and as a mentor earning him the testimony “Indefatigable Philanthropist”. For his tireless work appoint Ehud to the Roll of Benefactors.

Siakha pirates and Suranni sorcerers assailing our shores. We exhort all citizens of the League: Be Vigilant against these myriad perils. As Vigilance exhorts the faithful to seek the poison in their neighbour’s fields, the League assembly would welcome the peerless kinship of the Highborn in draining this poison, if it were offered.

• Judgement: Senate (as express by Senator Holberg) has committed to an Appraisal to improve the value and resilience of the Virtue Fund, building upon the Virtuous work of Dialogos of the Isles of Spires and Saul, Exarch of the Stone Cliffs, within a year. With this Appraisal comes the promise to commission three Prosperous Counting Houses, begun already in Holberg. With pledges in hand, the Prosperity Assembly encourages the Prosperous to return to their work on Senatorial Commissions. Senators, as you stand on the floor and debate where the sweat, toil, and treasure of this Empire will go, take a moment and reflect. Reflect on your duty to the Empire, its people, and its Prosperity. Reflect on every hand that held the coins you dedicate to a cause. Reflect on what you can build that will carry over into your lives yet lived, wherever they find themselves.

The heretical creed of the Temple of Balance is a festering wound that must be cut out. As he is the primary preacher at Anvil, we must therefore condemn the heretic Yosephus Morningson as well.

With their allies, they formed the Urizen Trading Consortium and employed their mastery of the Autumn realm. to manipulate heralds into offering an army of heralds to Urizen. Once this offer was made, they leveraged their personal contacts, prosperity, and sheer determination to not only build it, but built it in a single season: an unprecedented accomplishment. The Synod commends this AMBITIOUS achievement and encourages citizens to learn from Able's ability to take a vast ambition and break it down into steps that bring the unreachable into their grasp.

Olyvar was asked by the Imperial Inquisitor to look into the issue surrounding the dedication of a then General of Highguard being dedicated to a false virtue. Olyvar was unfortunately too busy to address this, which is unfortunate, but not unvirtuous. Olyvar provided helpful information that he had been told that Achseh had been dedicated by the Exarch of the Sentinel's Tower and the contradicting version that it had been someone in a Bar. He was also told that the Exarch was executed bt the Magistrate, but we have been unable to find a record of this.

Sanctions following inquisition should be given when a lack of Virtue is demonstrated, that should then be clear on the Judgement of Sanction. Aemon stated at the inquisition that to ask people to vote on their feelings about a person or without the full information would "run the risk of Vengeance". Jack Twice drowned is a controversial figure at times, but the only fault stated in Judgement 51 of the spring summit can be summarised that he was calling people names. If we are to be Vigilant against Vengeance, then we should do better. A public acknowledgement that words in a Synod Judgement matter and a commitment to do better would be a Virtuous penance.

Keziah succeeded in this role, but failed in one important area. Keziah was not Vigilant enough to identify if others in that Chapter had fallen from the path of Virtue. Keziah did not find out who dedicated Achseh to Hatred. As a penance, Keziah should work with the Highguard Insight Committee, reporting to Julius Solomon of Ebon's Hall, for at least a year to learn to be more Vigilant.

His penance is to give the names of all people in his own Chapter who have been dedicated to a false virtue along with the name of the person who dedicated them on each or any occasion. Details for current members should be if they have ever been dedicated to a false virtue, for former or deceased members this should cover the last 5 years. The whereabouts of these people should be provided. This information must be raised in a judgement in the Highguard National Assembly by the end of the spring summit of 388. If it does not pass, so is not accepted as adequate by the National Assembly, then this should be escalated.

Eliaphas action in trying to get to the bottom of this were not unvirtuous even if the Highguard National Assembly did not pass his judgement.

In the spirit of healing rifts and protecting Highguard, an appropriate penance would be to raise a judgement in the Highguard National Assembly to affirm that being willingly dedicated to False Virtue (without other mitigation) should be prosecuted as a religious crime.

Having enlisted the support of Veikko, then the Cardinal of Loyalty, Rinnah carried out an inquisition of Achseh and raised a judgement hope to bring the issues to a close.
