386YE Winter Solstice Military Council orders
Overview
The Military Council is the gathering of Imperial generals and admirals. Individually, the generals have responsibility for the orders given to the Imperial army under their command, while the admirals provide the orders for the navies. A general commands a single Imperial army, drawn from volunteers from their nation. Once a general is given their command, they have sole authority to order the army to move or attack as they choose. After each summit, the Civil Service quickly circulate the orders each general has given among Imperial citizens, allowing military unit captains to decide if they wish to commit their own force to support an army, and if so which army to support.
After the Winter Solstice, there are several flashpoints where the Empire is engaged or where barbarians threaten Imperial citizens, summarised in an in-character way in the mini-wind of war Rippling stones. It's important to note that it only takes into account the orders of Imperial generals, and the situation at the end of the Winter Solstice. It doesn't predict what the barbarian armies will do, it's simply a summary intended to help lend context to the orders submitted by the generals.
Following that, there is a list of the orders that were submitted by Imperial generals, as well as where they are deployed, and whether the Quartermaster General of the Imperial Armies has decided that military units supporting them will receive the guerdon or not.
Rippling Stones
Thrown stones sink beneath the water, ripples ringing outward, gaining momentum as they spread. Look out across the Empire, mark the spreading circles, see where these echoes wash against the shore.
In the Mournwold, the scions of Jarl Haakon celebrate a warrior born to battle, who died defiant, whose blood spilled gloriously, who leaps across the Abyss like a meteor. The Drakes and of course the Tusks remain to drive the remaining champions from Farstrider's Watch but nothing is certain. The Jarl is dead but his champions will fight for every footstep of ground because they are Jotun. The armies of southern King and northern Queen withdrew to the eaves of Liathaven for strategy, not because they were broken. Will they return, now Jarl Haakon is dead? Is this a simple liberation of the hills or another step in the back-and-forth dance of the Mournwold (and in the hills and on the grass, the first rumblings of dissent as news of new exemplars stokes the fires of old arguments, for this is the Marches and no grudge fades over time.)
In Therunin, Druj armies throng. They hold the east, hold East Ashes and East Ring. The dead fight on, and the barbarians have paid a price to hold this land, but nothing compared to the price paid by their Imperial foes. For now they are victorious. The drums pound, spreading a message of fear and hate. Nothing stands between them and Peakedge Stead save the forest and the marsh and the valley they poisoned with their own corrupted apothecary. Nothing lies between their Ghulai and the warped secrets of the Greenheart. Yet the Empire has learned more than once that it is dangerous to assume the Druj can be predicted; their malice knows no limit but the strategy that guides their spears is opaque even to the finest Imperial prognosticators.
In Redoubt, the Grendel navies have been routed, forced to retreat back to sea, but they are not defeated. The Children of Wrecks have failed to realise all their plans thanks to Imperial heroes, but still terrible storms lash the coast, and flash floods thunder through the mountains. Visten endures, the Ribbon of Salt has not been ruptured, and Summer stands between the spires and citadels of Urizen and the devastating might of nature unleashed. Their Children master the powers of ruin and chaos, it is true, but that is only a fraction of the lore wielded by the magicians of Urizen, who weave magic of their own. Of the traitors who led the raid only one is accounted for, dead on the battlefield. The others escaped into the storm, to plot and scheme against their former nations and it may be that lawlessness is the least of what the future holds. The Gathered Storm is in Free Landing, as near as anyone can tell. A full navy supported by unknown numbers of pirates and murderers. It is unlikely to stay there. At least half the Bay of Catazar is within its reach, and it seems likely that the next place the Children of Wrecks strike ,they will do so full force, and not an unruly alliance of fleets and ramshackle warships.
There are storm clouds on the horizon, east, and west, and south (and perhaps north as well, as the sands flow fast through the hourglass on the treaty with the orcs of Otkodov).
Under the threat of those clouds, many Imperial armies regroup and resupply, battered by the tides of war. They are in Reikos and Astolat and Upwold, and in Bregasland guarding against Gravenmarch, and in Tassato (where the dead rise to fight alongside the Fist of the Mountains). They are Bound by Common Cause, and by the Brotherhood of Tian. But while some armies prepare for future battles, their peers are elsewhere. Outside the borders of the Empire, striking directly against the barbarians.
The New Year comes fast apace, and it seems it will be a year of swords and spears, not shields. Two mighty blows - one! two! - striking to east and west, against the Jotun and the Druj.
One seeks to splinter the gates of the Mallum, to drive into the deep marshes of the Sarangrave. If it is successful, any barbarian forces remaining in Therunin will risk being cut off, surrounded. Prey. The Golden Axe lead the charge, to take land and exact a blood toll for the fallen 'Helms; the Citadel Guard wrap the power of Winter lore around themselves as they cross the border, a shield that will turn aside all harm. Together with their other allies they strive to teach the orcs of the Sarangrave fear - although they must do so in the deep shadows cast by the Tower of the Skink, and there is no way of knowing in advance whether the Druj have foreseen their movements and prepared to meet them in strength. Can the Empire afford to lose more armies in the east?
The other rings a thundering blow as it smashes against the mountain walls to the west. As the Imperial Senate rejects the peace treaty nearly a year in the writing, five armies cross the border into the Lasambrian Hills. It has been a long time coming, this conquest of the people whose ancestors slew the First Empress. Two Imperial Orcs armies, two Wintermark armies, and the last Marcher army push across the boundaries into the recently mapped hills of Reinos. Even if the Hierro and the Corazón are still in Liathaven with the bulk of the Jotun armies, Reinos is by no means undefended. Split by mountains with fortified passes, the castles of Getshal and Yegarra's Proof will not fall easily even to such an Imperial force. Perhaps the struggle will be even more bloody if the Lasambrian armies have come home, perhaps in anticipation of fighting alongside the very armies that now seek to conquer Reinos...
It has been a long time since the barbarians have faced an Empire on the offensive: war is both unchanging and constantly changing. The rocks have been thrown, they sink and the ripples spread, and who can say for certain what will be washed away before the waters are still once again?
The Brass Coast
The Brass Coast have three armies: Burning Falcon, Fire of the South and Red Wind Corsairs. They can support three armies.
Burning Falcon

Dawn

Golden Sun

We march as we always have, instead of stopping to route our enemies, tell the people of Dawn and the Empire stories of the sacrifice of the Helms and the Dance. Tell the Troubadours of Zoran De Orzel and his glorious deeds as your general these past 7 years. Above all, remind them that the Golden Sun is still here! Banners High, shields strong, remind them of the number of armies that have rolled over them and we are still here. Remind them we were in Therunin out of loyalty to Navarr and our Empire, that the Golden Sun has held to its Loyalty to stand where it is needed. And assure them it always will be. Gryphon's Pride
