Overview

The Imperial Senate governs the Empire, and its authority extends to all areas of Imperial life not already covered by the other houses of government. Each summit the senators meet several times to deliberate and vote on the motions they have raised.

After the summit, the civil service enacts those motions and ensures a public record of each is made available to the citizens of the Empire. This page lists all the motions raised during the summit, along with the announcements made by citizens with Imperial titles. In each case, the motion and its effects are summarised, including the wording, who proposed and seconded it, whether it passed or not, whether any funds were disbursed to support it, and what the outcome of the motion will be.

Many motions (especially the commissions) also have a Further Details section that provides a link to a wiki page dealing specifically with that motion in more detail, any commentary from the Constitutional Court, progress on commissions, or expanded information about the outcome of the motion.

Administrative Motions

Acknowledge Axou claim to Thornfen

• Motion: The Empire will not contest the claim of the Axou to the region of Thornfen, including the Tower of the Skink, in accordance with the existing treaty between the Empire and the Axou.

• Note: This follows from civil service advice in the Other monstrous geographies wind of war and the current treaty with the Axou. This motion will be subject to the Urizen assembly to veto, as it concedes a region under their control.

Amend Master of the Mint

• Motion: Amend the Master of the Imperial Mint to give them the power to make an announcement in the Senate once a season to direct the civil service to review a previous appraisal or opportunity.

• Note: This follows on from a previous motion to hire the three additional prognosticators raised during Winter 387YE. If this motion is passed, then the Master of the Imperial Mint would gain the power to make an announcement in the Senate to review a previous appraisal or opportunity, as per the Forever is composed of nows wind of fortune. If this motion is passed, then the Master of the Imperial Mint will be able to make use of the power at one of the following sessions.

Amend Liberty Pact

• Motion: To make the following amendments to the Liberty Pact: 1) The requirement that each signatory to the Liberty Pact enforce free trade with the other signatories should be replaced with a prohibition on embargo between members of the Pact. Members of the Pact should trade with each other, but should be free to set their tariffs to best support themselves. 2) The creation of two degrees of Membership. Members of the Pact will have full rights and voting ability. Signatories will be protected by the Liberty Pact, and have the rights due all members, but will not be permitted to raise amendments or vote.

This will add 30 crowns to the virteu fund, each season, upon completion, and without using a commission allow for the substitution of 49 white granite of its current cost, with equal amounts of mithril.

• Motion: To amend the manifesto of the Silver Chalice as follows. The order holds the following to be true: Life flows through each of us; our magic allows us to reach out to our fellows and nurture that life, mend what is broken, and bring what is torn apart back together; Magic is one of many tools that can and should be used for healing, working alongside other methods to holistically heal the whole person; The strength of the Empire relies on its citizens, thus by keeping citizens healthy, we strengthen the Empire. Establish Cat's Graces

• Motion: To establish the Cat's Grace, an Imperial Sodality dedicated to art and music. It holds the following to be true: Arts are for everyone to enjoy, no matter their skill level; Virtue demands that we give space for joy as well as for work; The value of a nation is judged by its culture as much as its might. The Sodality therefore exists to: Support and promote creatives, providing opportunities to exhibit their talents; Share learning through the arts, fostering understanding between peoples and traditions; Ensure creators are valued, and that their work is recognised and fairly rewarded. As part of this Motion, the Senate grants the Cat's Graces the following powers: The ability to refine existing commissions with the support of the Songbirds; to define great works of art worthy of preservation and honour the creators of such pieces; To operate a fund to provide grants to artists. To assist with this the Senate will grant an official stipend of one throne, which will allow a group of patrons from across the Empire to in turn donate three thrones per season into this fund.

Responsibility for Nesustak Conjunction

• Motion: We name Sławomir Rabovich Bolotstrazh as responsible for the conjunction to discuss with the Nesustak Forest rebels in Sarangrave. The Senate also appoints: Ser Guy of the Twisted Rose and Bartimaeus of Sarangrave Reforged. The remaining two spaces on the conjunction are the responsibility of Sławomir to assign. The rebels of Sarangrave have shaken off their shackles of the buruk tepel with their own strength, we should take every opportunity to work with them in good faith. We do this in memory of Catalina Barossa, the citizen who first made contact with a now-rebel sept - the Waterwalkers.
