Overview

The Imperial Senate governs the Empire, and its authority extends to all areas of Imperial life not already covered by the other houses of government. Each summit the senators meet several times to deliberate and vote on the motions they have raised.

After the summit the civil service enact those motions, and ensure a public record of each is made available to the citizens of the Empire. This page lists all the motions raised during the summit, along with the announcements made by citizens with Imperial titles. In each case, the motion and its effects are summarized including the wording; who proposed and seconded it; whether it passed or not; whether any funds were disbursed to support it; and what the outcome of the motion will be.

Many motions (especially the commissions) also have a Further Details section that provides a link to a wiki page dealing specifically with that motion in more detail, any commentary from the Constitutional Court, progress on commissions, or expanded information about the outcome of the motion.

Amend Churnspire Adjutor

• Motion: To confirm the method for the Churnspire Adjutor as being appointed by the Senate.

Senate Motions

Allocate Pride of Ikka's Tears

• Motion: To re-allocate the Pride of Ikka's Tears, located in the Suaq Fount, of the Wintermark territory of Sermersuaq, to the nation of Wintermark. Once one of two national seats, it was lost to the Empire in War with the Jotun. The Brilliant Shore, having been relinquished by Wintermarkers with Skarsind in Summer 380YE. This small mithril mine would represent Wintermark's sole national bourse seat. Proposed: Hahnmark, Seconded: Kallavesi.

Amend Liberty Pact

• Motion: To amend the Liberty Pact to include the following clauses: Signatory nations will apply a trade embargo to the Principalities of Jarm. All signatory nations to apply free trade to other signatory nations. As agreed during the Spring 384YE Liberty Pact summit. Proposed: Reikos, Seconded: Kahraman.

Amend Warmage

• Motion: To amend the responsibilities of Imperial Warmage to remove the responsibility to organise the casting of rituals at the behest of the Military Council. Proposed: Bastion, Seconded: Miaren.

Appraise Architectural University in Temeschwar

• Motion: A motion to appraise an opportunity to construct an Architectural University in Temeschwar that would provide the Empire with at least one additional build slot. The appointed prognosticator is Graciana i Lopez i Guerra. Proposed: Karsk, Seconded: Miekarova.

Create Archivist of the Echoing Obelisk

• Motion: To create the title of Archivist of the Echoing Obelisk and give permission to the Keepers of the Silent Obelisks to add the blank-faced stone. The Archivist will be responsible for collecting and recording the names of Imperial citizens who fall in our wars who do not attend Anvil but deserve to be remembered with equal virtue. They will have the right to address the highborn at the end of the Day of the Dead procession. They will also have to power to address the Senate to speak on behalf of those who have fallen in the name of Imperial Destiny once per summit should they feel moved to do so. The position will be appointed by the Highguard National Assembly and would be held for a year. Proposed: Madruga, Seconded: Segura.

• Further Details: As proposed in the opportunity, the Archivist also hasa particular responsibility during the Day of the Dead celebrations; to mark the end of the grand procession at Anvil by calling on all present to spend a moment thinking on the nature of virtue, and what a terrible thing it is to be forgotten.

Create Imperial Administrator

• Motion: To create the title Imperial Administrator. This role to support the bodies of state in efficient and effective diplomatic, trading, and military efforts. The title will receive a stipend of 5 Thrones per season, and have the power of address to the Senate once per season. To be elected by a majority vote of the Senate, and revocable by the General Assembly. Proposed: Conscience of the Senate, Seconded: Bastion.

Create Imperial Warcaster

• Motion: To create the title of Imperial Warcaster to coordinate the arrangement of magical assistance for the armies of the Empire and is granted one military council address and one free conclave address per summit. To be appointed by the Military Council. Proposed: Ossium, Seconded: Necropolis.

Create Spiral Envoy

• Motion: Create the position of the Spiral Envoy to trade money for ingots (especially tempest jade) and white granite for mithril at a maximum of ten per season. To be elected by Urizen senators. Proposed: Redoubt, Seconded: Morrow.

• Outcome: Intended to create the Imperial title of Spiral Envoy detailed in the Pebbles drawn from a heap wind of fortune.
• Further Details: This title cannot be appointed by the Senators of Urizen. As suggested by the Civil Service, the well worn path would be to appoint it annually by the Tally of the Votes (a vote by Urizen mana site owners). While the title trades white granite for mithril rather than purchasing it directly, the Constitution Court has decided to err on the side of caution. An administrative motion has been raised to amend the appointment method.

Create Sodality

• Motion: To create a sodality to recognise and collectivise existing Imperial groups dedicated to the elevation of lineage issues in the Empire. This will create the Imperial title of "Chairperson for the Imperial Lineage Caucus" who will have the right to address the Senate on issues raised amongst the sodality. This title will be appointed by the Senate. Proposed: Volodmartz, Seconded: Ossium.

• Motion: We declare that in the likely upcoming conflict between Jarm and the Commonwealth the Empire will remain militarily neutral unless we are attacked or directly forced into taking action. Proposed: Semmerholm, Seconded: Madruga.

Commissions (Senate)

The Senate can commission nine projects during the course of a single summit. Certain Imperial titles such as the Imperial Spymaster, Imperial Master of Works, and Arcane Architect have the ability to announce commissions without a Senate vote.

Construct Ratibor's Gate Shrine

• Motion: Consecrate Ratibor's Gate and construct an inspirational tomb in Temeschwar, costing 20 wains of white granite and 5 Thrones, plus one dose of true liao. This will create the title "Watcher of Ratibor's Torch", to be appointed by the League National Assembly. Proposed: Temeschwar. Seconded: Casinea.

This position has the responsibility to support the Imperial Auxiliaries in aiding the Field Marshall with communicating on major conjunctions through the sentinel gate. Construct Angelica Memorial House of Healing

• Motion: Self-funded to build a sinecure in Riposi known as the Angelica Vergo di Sarvos Memorial House of Healing, the custodian of which will be known as the Mistress of Medicine. Appointment as a tenured position (until retirement, revocation or death) by the generals of the League. This sinecure will produce herbs with the intent of producing cerulean mazzarine. The Angelica Vergo di Sarvos Memorial House of Healing will be tailored and peaceful gardens for the purpose of healing malign and mental maladies of war. • Motion: To constrict the expansion to the Citadel of Highwatch to facilitate rooms for heralds of Zakalwe. Will be fully funded. Time limited opportunity that expired last season after Conclave thanked Zakalwe and voted to take up this opportunity we have been given a one season extension to begin construction. Will create the position Polemarch of Highwatch and will be elected annually by Urizen senators. Will provide vis and pearls to enchant an army attacking Druj.

Eleonaris Statue

• Motion: I, Sagua i'Ezmara Master of the Koboldi, will be building a glorious statue celebrating the victories in Semmerholm, Ossium and the wider Empire achieved alongside the Knights of Glory and to honour our long standing relationship with Eleonaris. This has been explicitly requested by the Conclave as a matter of urgency. It will be placed at the Semmeholm end of the Golden Causeway, where those who cross it can be best appreciate it. It will then be the decision of the senate to cede the folly or retain ownership. As the master of the Koboldi will be busy installing the Runic Hearth of Adamant the responsibility for warm Dawnish hospitality of the koboldi will be assumed by Amica Peddler, proxy senator of Semmerholm.

• Motion: I am submitting a historial research into the reclamation campaign of Seren from the Vallorn

Install Runic Hearth

• Motion: I Sagua i Ezmara, master of the koboldi, am hereby announcing the installation of the Runic Hearth of Adamant this season. This will ensure the safety of the citizens near to the sinkhole by protecting them from the trogoni. I hope that we will be able to reach the deepest installation site but my priority is their safety.

Research Palace of Orieb

• Motion: To send a delegation of researchers to the Palace of Orieb

Research Old Morgan

• Motion: I, Jared of the Suns of Couros and Lepidean Librarian, instruct the Lepidean University to investigate the pre-Imperial but post march Marcher Old Morgan, Steward of Brock Heath. Possibly from the Upwold, who was the previous life of Asher Holt, also of the Marchers. This past life vision was experienced during the Winter Solstice 383YE. The aim is to prove the historical accuracy of the vision to the Axou guide priest who also experienced the vision.
