The Imperial Senate is to govern the Empire.

Overview

The Imperial Senate governs the Empire, and its authority extends to all areas of Imperial life not already covered by the other houses of government. Each summit the senators meet several times to deliberate and vote on the motions they have raised.

After the summit the civil service enact those motions, and ensure a public record of each is made available to the citizens of the Empire. This page lists all the motions raised during the summit, along with the announcements made by citizens with Imperial titles. In each case, the motion and its effects are summarized including the wording; who proposed and seconded it; whether it passed or not; whether any funds were disbursed to support it; and what the outcome of the motion will be.

Many motions (especially the commissions) also have a Further Details section that provides a link to a wiki page dealing specifically with that motion in more detail, any commentary from the Constitutional Court, progress on commissions, or expanded information about the outcome of the motion.

Administrative Motions

Two administrative motions raised by the Constitutional Court were presented during the Spring Equinox.

Abrogate Grimnir of Wittal Grove

  • Motion: To abrogate the title "Grimnir of Wittal Grove" as detailed on the motion to construct the Healing House of Wittal Grove. Raised by the Speaker for the Senate.
  • Failed
  • Outcome: The Senate chose not to abrogate the title; as such the title has been amended to reflect that it "is intended specifically to be held by a grimnir".

Acknowledge debt to Butchers Bank

  • Motion: The Senate acknowledges the debt to the Butchers Bank. Proposed: Holberg. Seconded: Tassato.

  • Further Details: While the motion was withdrawn, the Auditor of the Imperial Treasury, wished to provide additional guidance. In the event that the motion had been raised and passed, the Senate would have needed to disburse funds in the usual fashion as for any other motion. Acknowledging the debt in this case would not empower payment from the treasury; the Senator for Holberg would have been responsible for discharging the debt (just as with any other disbursement).

Amend Imperial Magus

  • Motion: I propose a motion to amend the powers of the Imperial Magus to allow for 1 declaration per meeting of the Conclave to supersede the usual running order of the conclave for the usual cost of 1 mana crystal to allow smoother discourse between Conclave and Senate. As supported by a declaration of Concord. Proposed: Morrow. Seconded: Reikos

Amend Lepidean True Liao distribution

  • Motion: To amend how True Liao which is produced by the Lepidean University. From a judgement of rewarding the General Assembly to assigned by Gatekeepers for distribution. Proposed: Conscience of the Senate. Seconded: Hahnmark.

Amend membership of virtue assemblies

  • Motion: Every path to virtue should be supported, human and orc alike. Senate requests that membership of virtue assemblies should be assessed by civil service along votes and liao calculation, not dedication. Proposed: Therunin. seconded: Skarsind.

  • Outcome: This motion changes the way that membership of assemblies in the synod are determined as detailed in the Making your mind up wind of fortune. Priests of all nations who preach a specific virtue, or the tenets of the Way, can change which Virtue assembly they belong to between summits.

Appraise Grendel prisoners

  • Motion: To tell the civil service to conduct an appraisal of individual known to have been captured by the Grendel so that the Fleetmaster can request the return of those individuals in line with the Grendel Treaty. Proposed: Necropolis. Seconded: Temeschwar.

  • Motion: To commission Graciana i Lopez i Guerra to appraise an opportunity for Imperial Citizens to use the spy network in Sarangrave to incite, coordinate & support slave uprising and raids in that territory, for the purpose of causing economic and military damage to the Druj. Create Grandmaster of Apothecaries Guild

  • Motion: A motion to create a new Imperial sodality called the Apothecaries Guild. Purpose to act as an advisory body to the Senate and Conclave to be consulted regarding the legal and illegal use of herbs, potions and substances (not including liao and true liao) through the Empire. It shall be lead by the Grandmaster of the Apothecaries Guild. To be elected in Winter and held for 1 year. Revocable by the General Assembly and the Assembly of the Nine. Proposed: Karsk.   • Motion: Motion for disbursement of funds to Orrick of Bregasland for military and magical resupply. Proposed: Bregasland. Seconded: Mournwold.

Disburse funds to Academy

  • Motion: Disbursement of funds to the Academy, to be spent on training children of the Empire. Accounts to be provided by the Academy to Auditor for Senatorial Accountability on request. Proposed: Casinea. Seconded: Holberg

Disburse funds to the Imperial Seer

  • Motion: To disburse Senate funds intended for Jorma Steelhail, the Imperial Seer, for the purpose of scrying. Proposed: Kallavesa. Seconded: Casinea.

  • Outcome: 80 Thrones disbursed to Senator for Kallavesa.

Disseminate Lowther's Gaze

  • Motion: To disseminate the following schema to be made available to artisans across the Empire: Lowther's Gaze. Proposed by Mitwold. Seconded by Upwold.

  • Outcome: 10 Thrones paid by the Senate to disseminate knowledge of Lowther's Gaze to Imperial artisans. The schema was provided and used up in the process.

Establish the Ketsov Mir Mozga

Improve Towerjacks

  • Motion: To disburse funds to improve the Towerjacks providing the Engineer quality. Proposed: Astolat, Seconded: Conscience of the Senate.

  • Motion: To commission the raise of a Freeborn army, the Burning Falcon. The General of the Burning Falcon shall hold the Flame Rampant banner as their regalia. We request a disbursement of funds from the Senate for this commission. Proposed: Madruga. Seconded: Miaren.

Share wealth of Lomaa

  • Motion: To permanently give up the benefits of expanding the Crawling Depths, and instead share the wealth of the Lomaa to spread Prosperity across Ossium. Proposed: Miekarova. Seconded: Karsk.

  • Outcome: This motion removes the ability for the Senate to improve the Crawling Depths mithril mine in favour of providing benefits to the citizens of Ossium, as detailed in the Blood makes noise wind of fortune. This removes the Underpopulated quality from the Drownbark Forest.

Appointments

The procedures followed for an appointment by the Senate mean that sometimes the motion to appoint a title will be raised at one summit, and voted on at the next. During the Spring Equinox, this was the case with both the Ambassador to Otkodov and Ambassador to the Commonwealth.

Ambassador to Otkodov

  • Motion: To appoint an Ambassador to the Thule. Proposed: Morrow. Seconded: Miekarova

  • Outcome: Yevgeni Katzev of Varushka was elected to the title Ambassador to Otkodov

Ambassador to the Commonwealth

  • Motion: To appoint an Ambassador to the Commonwealth. Proposed: Therunin. Seconded: Upwold

  • Outcome: Lucia Sanguineo Rezia di Tassato of the League was elected Ambassador to the Commonwealth.

Commissions (Senate)

The Senate can commission nine projects during the course of a single summit. Certain Imperial titles such as the Imperial Spymaster, Imperial Master of Works, and Arcane Architect have the ability to announce commissions without a Senate vote.

Expand College of Warcasting

  • Motion: To amend the title of Preceptor of the Warcaster College of Skarsind to include a ministry and to change how it is appointed to the Bourse voting style of the Imperial Orcs. Proposed: Skarsind. Seconded: Weirwater

Construct Bounders Hall

  • Motion: To construct a Bounders Hall in Sarcombe to be overseen by a Bailiff of the Downs. This will costs twelve wains of white granite to build. Proposed Mournwold. Seconded: Bregasland.

  • Outcome: Creates a Bounders Hall in Sarcome, as proposed in the Tend to the flame Wind of Fortune. Once work on the hall is completed the title of Bailiff of the Downs will be available to be appointed

Construct Churnspire

  • Motion: I propose that a motion that a folly be built in Peregro and then ceded to Meraud. This tower will be taller than Pakaanan's Pass as per designed by Megaris of Glowspire. It will create the position of Churnspire Adjutor, an Urizeni national position elected by the mages of Urizen. The position would receive regalia from Meraud and a regular gift of mana. Proposed: Bastion. Seconded: Morrow

Construct Great Harbour of Elos

  • Motion: To disburse funds for and commission the restoration of the Great Harbour of Elos in Redoubt, a great work yielding prosperous returns to the territory and the tax budget. Overseen by the Elosian Architect, an Imperial title appointed by Imperial Bourse Auction, with the right to purchase foreign herbs. Proposed: Volodmartz. Seconded: Sarvos.

  • Motion: To amend the title of Imperial Fleetmaster by constructing an embassy to the Grendel in Cargo. It costs 25 weirwood and 25 white granite. Proposed: Redoubt. Seconded: Kahraman.

Construct Sanctuary for Justicars

  • Motion: To build a sanctuary for justicars on the isle of Osseini. This will create the title "Justicar of Osseini" and be ministry for exorcism, cost 15 wains of white granite and 30 crowns. 30 crowns to be provided by High Exorcist. Proposed: Kahraman. Seconded Bastion.
  • Passed at 70 Thrones
  • Outcome: Creates a sanctuary for the justicars on the Isle of the Osseini in Feroz. Details of this opportunity are provided in the Bones in the ocean wind of fortune. Once complete the sanctuary would allow the title Justicar of Osseini to be appointed.

Extend Iron Roads

  • Motion: To expand the Iron Roads project into Ossium and to request the disbursement of funds for this project. Proposed: Ossium. Seconded: Volodmartz.
  • Passed at 128 Thrones
  • Notes: Due to the under-developed quality of Ossium, the labour costs of the project are increased by two-fifths.

Expand Grandmaster Ministries

  • Motion: There there be a disbursal of funds to upgrade mana ministries in Tassato, Sarvos and Temeschwar, taking advantage of the opportunity to upgrade the grandmasters of the conclave orders respective ministry by so doing. Proposed: Tassato. Seconded: Astolat.

Commissions (Other)

In addition to the commissions available to the Imperial Senate, two further commissions can be made by a Bearer of an Imperial Wayleave, one commission can be made by the Legion Engineer, and one commission can be made by the Master of the Koboldi. In each case the commissions are announced in the Senate before construction can begin.

Construct Pelican Tower

  • Motion: Self-funded to build a sinecure in Foracci known as the Pelican Tower, the custodian of which will be known as the Custodian of the Pelican Tower. Appointment as a tenure position (until death, resignation, or reallocation) by the Senators of the League

  • Outcome: Once completed, the title of Custodian of the Pelican Tower will be available to be appointed.

Construct Twilight Demesne

  • Motion: Commissioning a mana sinecure to be overseen by the Curator of the Twilight Demesne in Skarsind

  • Motion: To enlarge and expand the docks at Korotny and create the title of Harbourmaster of the Semmerlak

Improve Court of the White Fountain

  • Motion: I, Sagua i'Ezmara, Master of the Koboldi, am announcing the plans to improve the Court of the White Fountain in Redoubt in order to make it unbreakable. Edmundo of Damakhan's Forge has agreed to supply the ilium required. Cato Auricspire of the Scarlet Guard is organising the casting of the ritual on its completion. As part of this improvement there will be a small office and suit of rooms provided for the Captain of the Fountain's Guard, a tenured national position chosen by the general(s) of Urizen. This title will be responsible for the fortress and the morale and training of the guards stationed there.

The Breadbasket

  • Motion: As the Citadel Guard does not need the Bread Basket this season, and no other army is eligible or requesting the help it would provide, in recognition of the sacrifices made by the Marchers as a whole, and by Bregasland farmers and citizens especially, I hereby allocate the Bread Basket and the prosperity it provides to the Marcher territory of Bregasland. May it help to alleviate its citizens' suffering.

Research Feverwater and the Docks

Research General Cretatus

  • Motion: To conduct historical research into the actions of General Cretatus and their involvement with the 'Claw of the Dragon' with specific reference to the history of the Sword Scholars

  • Outcome: Historical research will be undertaken and delivered to the Minister of Historical Research during the Summer Solstice.

Research Sister Ruth

  • Motion: I instruct the Heirs of Lepidus to research the life and example of Sister Ruth of the Seven Stars in order to determine her virtue.
